Mexican police arrest top cartel lieutenant near the US-Mexico border

Police in Mexico mentioned Monday they’ve arrested a prime lieutenant of the violent Metros faction of the Gulf drug cartel implicated in 23 assaults on police and 9 in opposition to navy personnel.
